Are Daryl Harper and Tony Hill two of the worst umpires in the world?

So far in the Kingston Test, both have had a shocker, Hill as the on-field umpire has made bad decisions, and Harper as the TV umpire is equally as culpable. The dismssal of Daren Powell to a ball TV pictures clearly showed he didn't hit raised questions over Harper's ability, and Hill doesn't appear to be able to spot things from 22 yards!

Are they just having a bad match, or are they really that bad?
